# WCAG / ACT existing-evidence reconciliation — 24 October 2026

## Scope and method
Reconciliation of previously supplied server listings, source excerpts, Chromium test output and saved evidence. No fresh server access, browser test, payment or production change was performed. Historical observations are preserved as history, not automatically classified as current defects.

## Reconciliation rules
1. Do not convert a historical automated finding into a present-day failure when a later matching regression passed.
2. Do not equate coverage of 55 WCAG criteria with 55 conformance passes; retain exact original report wording as historical evidence.
3. Do not treat an outdated `REVIEW` or `RETEST REQUIRED` note as a new task without comparing the later evidence and its scope. WCAG 2.4.13 Focus Appearance is AAA, not AA.
4. Checkout: purchase validation and PayPal Sandbox order-summary display were tested; records available in this reconciliation do not independently document completed payment or all safeguards of WCAG 3.3.4. This is a documentation distinction, not a new detected failure.
5. Full manual WCAG A/AA signoff is not asserted by this derivative record. Absence of a signoff in the reviewed excerpts is not proof that the assessment was never performed.
6. Preserve original audit outputs, checksums, backups and timestamped test evidence. Do not rewrite historical reports or change production scoring.
